Usually, because nothing is being transported — but only when the problem is actually fixable at the roadside. A flat tire with a usable spare, a dead battery, or an empty tank are roadside jobs. A failed transmission is not. If it turns out the vehicle has to move, it is better to know that before a truck is dispatched.

What if I have no spare tire?

Then the vehicle needs to move rather than be fixed where it sits, because there is nothing to fit. Plenty of newer cars ship with a sealant kit instead of a spare, which handles a puncture but not a sidewall tear or a blowout. Check before you call — it changes which truck comes out.
